+# 2026-06-29 优惠计入阶梯与阶梯系数计费修复验证
+
+## 背景
+
+用户反馈抄表 45 吨、优惠 25 吨后，自来水费应按剩余 20 吨继续落阶梯并计算为 `20 * 0.75 * 1.2 = 18`，当前页面显示金额偏低。
+
+## 修复范围
+
+- 统一优惠方案 `include_in_tier` 口径：`0` 为不计入阶梯，`1` 为计入阶梯。
+- 阶梯水量系数参与计费金额计算，不再改变阶梯水量区间。
+- 未销按水量分账预览和正式分账改为带客户上下文重算，读取客户优惠方案。
+- 垃圾费在未销按水量分账中按固定费用分配，避免每个子账重复定额计收。
