## Summary

本 feature 用于补齐 `REV-006` 在正式文档体系中的设计闭环，重点收口催缴对象生成、催缴任务触发、`SYS-010` 消息协同结果回写、停复水联动边界以及历史查询最小保留集。实施方式以修订既有主文档和治理台账为主，不进入 backend 代码实现；同时将现有接口冲突纠正为 `REV-006` 使用新的独立正式接口编号，发票查询继续保留 `IF-REV-009`。
